Visas, and the card that has to come first
The Establishment Card is issued after the licence, is required before any visa application, and is renewed every year alongside it.
The sequence
Two of these four cannot be done remotely, which is what decides when somebody has to travel.

Entry permit or status change
Which one applies depends on whether the applicant is already in the UAE.

Medical test
In the UAE. One of the two steps that cannot be done remotely.

Emirates ID biometrics
Also in the UAE, and also unavoidable in person.

Residence visa
Issued once the preceding steps clear.
A four-visa allocation carries no mandatory office. A higher entitlement may require space — the workspace options are on the offices page.

If something goes wrong
Overstaying accrues daily
The government fine runs at AED 50 per day until it is settled. IFZA charges AED 400 per event to handle the settlement; paying the authority directly avoids that handling charge.
An absconding case starts with a DNRD report at AED 600, and processing is AED 6,000 plus a 2.25% service fee.
